    Under a new mayor, the City Council voted unanimously not to accept a proposed change to the city agreement with the High-Speed Rail Authority. Tilo Cortez, mayor pro-tem the last year, took Mayor Alex Garcia's title at last night's City Council meeting. Garcia remains a councilmember after the annual rotation into the mayor's chair. The Wasco Union Elementary School District unanimously approved the first Interim Report representing the district's first official revision of the 2019-20 budget.     Students in the Wasco Union Elementary School District are meeting state academic standards, according to Assistant Superintendent Dave Bowling. John L. Prueitt and Karl F. Clemens have improved in math, while Teresa Burke and Thomas Jefferson have improved significantly in the indicators.
