    A main provider of wireless service in the city will get a substantial lease reduction on its use of the Wasco water tower after a vote by the City Council. Born on Sept. 24, 1934, in Bakersfield, she was a lifelong resident and grew up in the Sill family, a Kern County pioneer family in farming and ranching.
