    The Fourth of July weekend in Shafter was the first holiday in which the new illegal fireworks ordinance was in effect and the SPD issued 21 citations during the holiday weekend. Last month, the Shafter City Council passed a resolution that gave the Police Department authority to issue citations of $1,000 for violators of the new ordinance.     Friday began as a normal day off for many because the Fourth of July fell on a Saturday; however, that changed once messages appeared on Facebook announcing the Orange Heart Foundation would lead a Fourth of July car parade downtown at 1 p.m. and, thanks to Wasco High School, the annual fireworks show would happen that evening.     For the second time in less than a month, restaurants that offer dine-in service have lost that option, following Gov. Gavin Newsom’s order that made it necessary for all restaurants to close their dining areas. The move is the result of a spike in COVID-19 cases in the state since California relaxed some of its restrictions. Businesses in Shafter have gone back to take-out and delivery only.     Wasco couple Billy Joe and Gloria Cox died late last month within days of each other after both contracted Covid-19.. Cox was 83. His wife was 77. It all happened so fast, like a spreading wildfire, their daughter, McDaniel told The Bakersfield Californian. "It started off like a bad cold. Later she developed an irritating cough.     Primex, a major grower and processor of fruits and nuts in Wasco, is dealing with a major outbreak of coronavirus among workers, with 31 positive cases reported by the company and double that reported by the union representing their workers.     The coronavirus continues to affect Shafter, with the closures of the local Bank of America branch and the DMV office. Customers at Bank of America were found waiting outside of the local branch a little after 9:30 a.m., waiting for them to open at 10. A sign posted on the door said they are temporarily closed.     The San Joaquin Joint Powers Authority plans to discontinue Amtrak service in Wasco once high-speed rail begins service, City Manager Daniel Ortiz-Hernandez told the City Council. “I don’t like it that Amtrak is leaving,” Mayor Pro Tem Danny Espitia said.     Cesar Daniel Marquez-Chavez, owner of Catrina's Cantina, came to Wasco and made it his own. He died June 28 from complications of cancer. Marquez-Chavez was born in Guanajuato, Mexico, and didn't learn to speak English until he was 16. He owned the restaurant with his wife, Marcela Bujorquez-Marquez, for the past 2 1/2 years.
