    Longtime Shafter patron and national farm leader and innovator Fred Starrh passed away Tuesday, April 16, at age 89. He died following a stroke, the family said. Starrh moved to Shafter at age 7 when his family left Tucson, Ariz., in 1936. Starrh farmed with his father and passed the tradition on to his family as they grew the farm into one of the leading cotton farms in the county, as well as branching out into almonds and pistachios.     Over 140 people participated in the Wasco's Spring Community Clean-Up at Barker Park Saturday morning. Code Compliance Officer Mathew Maldonado coordinated the cleanup and had prepared instructions for all group leaders, plenty of garbage bags and enough pairs of gloves for everyone.     One of two suspects in an assault and kidnapping of a dog was arrested last week, and the other man is still at large. On Sunday, April 7, at about 11:30 p.m., two adult male suspects encountered a male walking a friend's dog. According to deputies, the two suspects began to punch the victim in his face, head and upper torso.     A Wasco man was arrested Sunday in the shooting of a teenager the day before. On Saturday at approximately 12:40 p.m., Kern County Sheriff’s deputies out of the Wasco substation were dispatched to the 700 block of 16th Street after a report of a victim of a shooting.
