    The Kern County Coroner’s Office has identified the 18-year-old driver from Wasco involved in a fatal crash on Kimberlina Road on Dec. 7. Luis Jesus Rios was killed after his vehicle collided with a piece of farm equipment. The incident occurred about 7:30 a.m. when Rios was driving a GMC Sierra pickup truck eastbound on Kimberlina Road near Root Avenue.     What is SB 1383? SB 1383 is a California law passed in 2016 to reduce methane emissions and combat climate change. Its goals are: --Cut organic waste in landfills by 50% by 2020 and 75% by 2025. --Rescue 20% of surplus food for people in need by 2025. --Recycle organic materials like food scraps and yard waste into useful products.     The Shafter City Council rejected a proposal to open the Shafter Aquatic Center's pool this year just for the Shafter High School swim team, so they would be able to practice in their own home pool for the first time in years.
